    Expert explains factors behind 'least productive Congress in history'

    In the last year, Congress only passed 34 bills into law -- the lowest number in decades. That has some people calling the current 118th Congress one of the least productive in history.

    Historically, there's been significant variation in the amount of legislating Congress does from year to year.
