Dogs barking should come under the city's noise rules. A dog's business is to let their owner know someone or something is around. It seems unreasonable to expect a dog to be silent during the day. These dogs might be all their owners have in the way of family and their voices are welcome sounds to them. Also, some folks might be unable to walk their dogs.
