    How can you have an “opioid outbreak”? It not contagious or infectious. It’s self-inflicted drug use. Guess it means Blytheville has a lot of drug addicts and dealers. It’s also means the “owner” of this program just got a $20,000.00 tax free grant. Wonder if there’s any accountability?
