    What is missing in the story is the change in the appraisal can ELIMINATE the value that was deferred if a homeowner has a homestead exemption cap. With the huge swings in valuation and number of houses, the county appraiser has to resort to “mass appraisal”, which is applying factors to about 2/3 of the homes in any given year, using a prescribed methodology. HOWEVER, the data actually used is subject to an appraiser’s discretion in certain areas, or the broad assumptions may not match up with an individual property. Protesting property value is one of the best ways for a homeowner to ensure their property is appropriately valued.
