    Legislation is to blame. Inflation and ridiculous housing prices are killing us all. We all need safe, permanent, and affordable housing, not just the wealthiest of us. Being homeless is scary and stressful, and many people give up after a while, especially when society and law enforcement make them feel like they are no longer human. Unforseen events put people on the street, not laziness. And there are plenty of people with homes who are addicts, so you can't blame drugs for all homelessness.
