Ms. Halbert's response is a very typical response of a public servant that is incompetent, "there's not enough resources, there's not enough staff, pay is too low, it's not my fault, people are picking on me, what am supposed to do". Although all or part of the circumstances may be true it is especially devastating for an organizational leader to espouse these views as Miss Halbert has done rather than come up with a plan to move forward while communicating her concerns with data. I worked for the government for 30 years and Ms. Halbert is cut from the cloth of a lousy and incompetent bureaucrat. EVERY bureaucrat will tell you they need more resources, competent leaders will back it up with sound reasoning and data.
