Was part of the data collection a comparison of the total numbers of students by race, for then (1980) and now? I ask because the demographic shifts may have skewed the reporting. So the data should show, out of x number of enrolled black students in 1980, vs y number of black students enrolled now. Just this question alone may give you some interesting data. Normalizing the data also needs to occur. What was going on in 1980 that at isn’t now that impact the schools? Like a voucher program, like poverty, like corporate investment, grants, budgets etc. not saying anything is flawed here, I just don’t know? But I do know demographics do not remain stagnant.
