    Language barriers do exist. But immigrants since the 1800s are aware that English is the primary language of the country. However you get here, it’s here, not there. So there is some responsibility on the part of immigrants to assimilate the language in order to navigate the system. The expectation of school IEPs is a myth. Certainly a school can offer screenings and make recommendations. But the school can’t commit the children (under age 18) to any ad hoc health and social programs. That’s a private family responsibility of parenting no matter what your country of origin. Better outcomes for all children occur when providing measurable skills based training that can lead to higher education or work.
