Here's a brilliant idea, don't shut down all but 3 streets to cross I20 causing unbelievable traffic patterns and congestion, then do road work thru the city on the few main streets that open for people to get from the south to the north side and vice-versa! Your city board of engineers and construction, city board of planning ad well as anyone who voted for this mess, should be fired at the very least. You have more construction in your small city than most major cities do that are 10 times bigger! Where did you think all the traffic was going to go? Why are people frustrated driving? People just want to go home after work, not sit in traffic for 2 hours due to piss poor planning!
