Seriously. The developer wants to mitigate both his costs and the voice of residents. If nothing more, the voice of residents and their concerns is even more halide today than the first study. Don't let smoke and mirrors distract those concerns. They are more important today than whenvthise studies were first made. Period. Follow the money and you will see that. It's always true.
