WASHINGTON (NEXSTAR) – A roadmap to end the Israel-Hamas war is now on the table.

President Joe Biden unveiled a three-phase plan Thursday.

“It’s time to begin this new stage,” Biden said.

The first phase includes a complete ceasefire for six weeks and the release of most hostages, including women, the elderly and the injured.

“There are American hostages that would be released at this stage and we want them home,” Biden said.

Phase one also allows for a surge of 600 trucks of aid into Gaza daily.

Phase two calls for the release of all remaining hostages and the permanent removal of Israeli troops from Gaza.

Phase three starts the reconstruction of Gaza including the building of hospitals, homes and schools.

“It’s been one of the hardest, most complicated problems in the world,” Biden said.

The president spoke directly to Americans who have criticized the violence in Gaza, saying he is not ok with what is happening in Gaza.

“Far too many have been badly wounded,” Biden said.

If Hamas fails to uphold the terms of the agreement, Israel can resume military operations.

“The United States will help ensure that Israel lives up to their obligations, as well,” Biden said.

At this point, the president says Hamas is no longer capable of carrying out another October 7th attack, and he credits the Israeli military for that.
