    Letter opposing Resolution 338 discussed during council meeting

    EASTON – A letter by the town of Trappe and Trappe East Holdings Business Trust was sent to the Maryland Department of the Environment opposing Resolution 338, a resolution amending the Talbot County Comprehensive Water and Sewer Plan and requiring any future expansion of the new Lakeside wastewater treatment plant to be approved as an amendment to the comprehensive plan.

    Pete Lesher, vice president of the Talbot County Council, brought the 37-page letter to the council's attention and requested that it be discussed further on a future agenda.

    Patrick Thomas, Talbot County attorney, said the letter asks that MDE disapprove of 338 or, at a minimum, delete the 100,000-gallons-per-day capacity limit and the requirement for a comprehensive water and sewer plan amendment for each expansion of the Lakeside facility.

    This joint letter, undersigned by Lyndsey Ryan, representing the Town of Trappe, and Ryan Showalter, representing Trappe East Holdings Business Trappe, the owner and developer of the Lakeside community, describes Resolution 338's purpose as "intended by Talbot County to establish a County growth control mechanism specific to a single development project located entirely within the Town."

    The Talbot County Council approved Resolution 338 and its amendment in April of this year.

    Thomas said prior to the resolution's approval in April that if it is approved, it will go to the Maryland Department of the Environment, and the MDE will have the ability to either approve it, modify it or revise it.

    During the June 5 meeting, Lesher stressed the importance of the council members' input. He proposed that the council should hold off on any action on this letter to allow time for a thorough review of the draft language.

    He suggested waiting until council member Haythe could weigh in who was not in attendance at the meeting.

    A date was not set for discussion of the letter.
