(San Pablo, CA) The City of San Pablo formally announced the appointment of Arturo Castillo as its next Administrative Services Director in a press release.

Castillo, selected from a field of 58 applicants, previously served as an Administrative Services Officer with Contra Costa County for the last nine (9) years and as a Program Manager within County government since 2009, handling complex budget, finance, and IT management services. Prior to County government experience, Castillo held multiple administrative services positions in local, non-profit, and community-based service organizations focused on administration, budget, fiscal, and public health services since 1999.

Following the retirement of former City Finance Director Norman Veloso in late February 2024, Peckham and McKenney, an executive search firm based in Roseville, CA, was retained by the City to conduct this essential and successful executive search.

“Castillo brings forward a solid and operational reputation in local government, with vast knowledge and expertise in managing administrative, fiscal, and IT management services to the City. He will definitely hit the ground running and serve as a valuable member of the City’s Executive Team,” stated San Pablo City Manager Matt Rodriguez. “In his new Executive Management position, Castillo will directly oversee the City’s Finance Services Division and IT Management Divison functions for the City and report directly to the City Manager.”

Castillo earned a Master’s Degree in Public Administration from the University of San Francisco, CA, and a Bachelor of Arts in Psychology from San Francisco State University, CA.

Castillo’s official start date in his new role is Tuesday, July 16, 2024. His starting annual base salary is $217,597. He is married and has two (2) children and currently resides in Martinez, CA.
