According to the New York State Gaming Commission, New Yorkers may make contributions on personal and/or corporate state income tax returns to funding the operation of retired racehorse aftercare facilities via the New York State Thoroughbred Breeding and Development Fund and/or the Agriculture and New York State Horse Breeding Development Fund (for Standardbreds). Fines for violations of racehorse slaughter laws are remitted to the respective funds to be spent for the care of retired racehorses.

“We are seeking responsible and dedicated horseracing industry participants and animal welfare organizations to work together to drive resources to equine aftercare organizations,” said Chairman O’Dwyer. “This advisory board of experts will help ensure that every dollar contributed for retired racehorses is spent wisely to promote the health and well-being of these magnificent animals.”
