    Second parole hearing date set for one of Skylar Neese’s killers

    MORGANTOWN, W.Va. (WBOY) — One of the then-teens convicted of stabbing Monongalia County 16-year-old Skylar Neese to death in 2012 will have her second parole hearing next month.

    The West Virginia State Parole Board confirmed to 12 News that Rachel Shoaf, who was denied parole in May of 2023 , will have her next hearing on July 9.

    Neese was stabbed to death by Shoaf and Shelia Eddy who then buried her in a shallow grave in the woods near the West Virginia-Pennsylvania line. Her body wasn’t found until months later when Shoaf confessed to the murder.

    Shoaf, now 28, was convicted of second-degree murder and is serving 30 years in prison, and Eddy was convicted of first-degree murder and is serving life. The pair have been in Lakin Correctional Center in Mason County since they turned 18 in 2014.

    Skylar’s father, Dave Neese, has been very vocal about the killers not receiving parole. During Shoaf’s last parole hearing, Dave gave a statement calling Shoaf “rat,” “malicious monster,” “narcissistic, first degree, cold-blooded killer,” “devil,” and “diabolical butcher.”

    This inmate is just the rat that narced and got a deal. Yes, she showed us where she murdered Skylar, yet she is also the narcissist liar that put my daughter in that place. This monster is a danger to society. If released, no parent can close their eyes at night without fear that their own child could possibly be the next victim.

    Shelia Eddy is not eligible for her first parole hearing until 2028.

    Skylar Neese’ murder has been high-profile for more than a decade, but interest in the case has seen a recent spike with the release of the “Three” podcast, in which the hosts go through the murder and what came after . It was also the subject of a new ACB News 20/20 special that was released back in April .
