The American superstar , 34, is set to perform three sold-out gigs at the Aviva Stadium, attracting thousands of eager fans to the capital city.
While in Brussels for a European Council meeting on Friday, Harris told the Irish Mirror that although he won't be attending any of the concerts, he would welcome the chance to meet Swift to discuss an issue he has with her .
He said: "We're delighted to have her and delighted to have her in Ireland."
"But she did take a pebble from a beach in Greystones. She sings about it in Sweet Nothing. Greystones being my hometown, I'm very pleased that Taylor enjoys Wicklow. But I'd like my pebble back."
He later added that he was joking but would "like to know a little bit more about it. She does ponder in the song, you know, doesthe pebble ever miss Wicklow," he continued.
"Sure, anyone would miss Wicklow. She is very welcome back to County Wicklow at any time. I'm not sure whether she'll have time to visit this time, but she's very welcome."
"I'd be delighted to show her the location and many more pebbles that we have in the beautiful town of Greystones."
Former Taoiseach Leo Varadkar made waves back in 2019 when news broke that he had penned a personal letter to Kylie Minogue, offering her a warm welcome to Dublin before her concert in 2018.
The now-infamous 'Dear Kylie' missive was drafted on the official stationery of the Department of the Taoiseach.

When quizzed by the Irish Mirror about whether he'd extend a similar offer to Taylor Swift for a tour around Wicklow, the Taoiseach chuckled but declared that he "won't be writing to her".
He elaborated: "On a serious level, whilst I won't be going, I don't have a ticket, I am really conscious that actually it's a moment of great excitement for many, many, many people right across the country."
"I actually think this is going to be a great weekend for our capital city between the GAA matches, Longitude in Marley Park, Shania Twain in Malahide, obviously Taylor Swift, Pride, there's a lot of really exciting events happening."
"I'm hoping that it's going to be a really good weekend so that people can enjoy, can celebrate and, of course, can stay safe as well."
A host of Government ministers, including Public Expenditure Minister Paschal Donohoe and Media Minister Catherine Martin, are set to join the crowd at the Aviva Stadium this weekend.
