WINDSOR, N.C. (WNCT) — A woman has been arrested and is facing charges after the Bertie County Sheriff’s Office said three children were left alone in a house with no power, food or water.

Officials said they responded at around 2 p.m. Thursday to assist Bertie County DSS at a home on Downey Lane in Windsor. They found the three had been left alone at the residence. While investigating and speaking with DSS staff on scene, the mother of the oldest juvenile arrived at the home. Deputies were able to take Timetheous Baylor into custody without incident.

Baylor was charged with three counts of Misdemeanor Child Abuse and Neglect and confined to the Bertie Martin Regional Jail with a $1,500 secured bond.

DSS staff took the three juveniles into custody to ensure their safety and well-being. Officials said food and water were provided in a safer and cooler environment. They had been left without both in a home that had no power.

After further investigation, it was determined the juveniles, ranging in age from 11 to 4, had been left at the home.

“With the extremely dangerous heat wave we have experienced lately it’s vitally important that we remain diligent in our efforts to adequately check on the elderly, children and outdoor pets,” Bertie County Sheriff Tyrone Ruffin said.
