    A portion of a road in an Ogden neighborhood remains closed after months due to a failed culvert pipe.

    What's happening with the road? Here's what we know.

    When did the road close?

    The culvert pipe failure has caused the section of White Road between Brittany Lakes Drive and Courtney Pines Road to be closed since August 2023.

    The culvert connected to a large retention pond and drainage ditch in the neighborhood.

    What caused the pipe to fail?

    According to previous coverage of the issue , the culvert was damaged due to a tropical storm associated with Hurricane Idalia in August 2023 and would require full replacement.

    When will the pipe be replaced?

    New Hanover County's engineering department had to wait on a waterline to be moved before work could begin, and crews were able to finish the waterline move at the end of April, according to Alex Riley, the county's communication and outreach coordinator.

    Crews are now working on the excavation of the existing pipe, so that they can put in the new pipe to fix the culvert. Weather-permitting, Riley said the goal is to finish the project by the end of August.

    According to a statement from the county at the time of the road's initial closure, the new culvert will increase in size. However, the cost for replacement was estimated at nearly $1 million, according to prior coverage, and would not be covered by the state because the portion of the road was never turned over to the N.C. Department of Transportation.

    Who will pay for the repairs?

    Because the road is considered private, the cost for repairs and maintenance would typically be covered by residents or the local homeowners association and not the state or local governments.

    New Hanover County's stormwater services is paying for the project, according to Riley, and the money was borrowed from the county's General Fund. Stormwater services will pay back the General Fund over the next five years.
