    NERC reports on Transfer Capability study

    On Thursday, the North American Electric Reliability Corporation gave an overview on its Interregional Transfer Capability Study.

    According to NERC, its ITCS Overview of Study Need and Approach provides the foundation for a larger Congressionally directed study. The Overview details transfer capability calculations and the methodology used to make additions.

    In 2023, Congress directed NERC to look into the conditions that are key for the reliable supply and delivery of electricity necessary in a strong, flexible transmission system. That study, the Interregional Transfer Capability Study, will identify locations between Transmission Planning Regions where enhanced transfer capability would strengthen the electric grid’s reliability. Because the U.S. and Canada share interconnected bulk power system, NERC decided to include a Canadian analysis into the study.

    NERC said its six Regional Entities and each transmitting utility across North America are being consulted as part of the study. Additionally, NERC said it would be collaborating with transmission planners, planning coordinators, transmission operators, transmission owners, state/provincial/federal partners, utilities and trade groups. And, officials said, an Advisory Group has been established to ensure diverse expertise from across North American’s regional transmission areas. The group would give NERC input to help with everything from how the study is designed and implemented to the study’s final reports and recommendations.

    NERC said the project will consist of a transfer capability analysis, a report on additions and recommendations, and an analysis of transfer capabilities between the United States and Canada.

    Since launching the project, NERC said it has developed data requests and built case studies and scenarios for analysis that contain the most up-to-date information on transfer topology, loads, resource forecasts, and other inputs for Western and Eastern Interconnections.

    The final study will be filed with the Federal Energy Regulatory Commission by Dec. 24, 2024.
