    List: New Maryland laws in effect July 1

    ANNAPOLIS, Md. ( DC News Now ) — On July 1, several new laws went into effect across Maryland.

    From alcohol deliveries to a ban on smoking indoors, residents across the state can expect to see several changes.

    To keep you informed, DC News compiled a list of new laws that went into effect Monday.

    Tax increase for tobacco products

    The Maryland State Budget included a tax increase on tobacco products . This increase took cigarettes from $3.75 to $5 per pack, or 25 cents per cigarette in packages of more than 20. The tax rate also increased for other tobacco products including chewing tobacco, which increased from 53% to 60%, and electronic smoking devices such as liquid vapes, increased from 12% to 20%.

    Ban on indoor vaping

    The Clean Indoor Air Act , signed into law in 2007, prohibits smoking and vaping in all indoor public spaces and workshops. The act was amended in 2024, to include vaping, and now bans smoking of all tobacco, cannabis, or hemp products in all indoor areas open to the public. The state said this law went into effect to “preserve and improve the health, comfort, and environment of the people of Maryland by limiting exposure to environmental smoke.”

    Alcohol delivery

    Breweries, wineries, and distilleries can establish a local permit that authorizes the delivery of alcoholic beverages to consumers in the state. Beforehand, the individual must meet the requirements for quality for a direct-to-consumer alcoholic beverages delivery permit.

    Vehicle fees and registration

    Drivers and motorists across Maryland will see a difference in registration fees and alterations to the annual surcharges. The state said starting July 1, drivers will see flexibility when paying vehicle registration fees with the option to enter a one-year-old registration term and an installment plan.

    Mental health training

    The State Department of Education and the Maryland Higher Education are now required to develop guidelines for all public schools and public institutions of higher education to train athletic coaches on how to recognize indicators of mental illness and behavioral distress in students. This law applies to students who participate in athletic programs in public schools and public institutions.
