EXCLUSIVE — The Biden administration has admitted well over 5 million immigrants into the United States, and another nearly 2 million immigrants have been observed sneaking into the country, according to a congressional report obtained first by the Washington Examiner.

Since January 2021, President Joe Biden has allowed 5.3 million immigrants who illegally crossed the U.S.-Mexico border , as well as immigrants who applied from abroad to be admitted through "parole" programs, to remain in the country, according to an interim staff report prepared by the House Judiciary Committee and Subcommittee on Immigration Integrity, Security, and Enforcement.

"Far from imposing consequences on illegal aliens and removing them from the country, the Biden Administration encourages illegal aliens to arrive at the border, chauffeurs them into the interior, and then rewards them with concierge services, all on the taxpayers’ dime and at the expense of public safety," states the "Chauffeur at the border, concierge in the interior: How the Biden administration rewards illegal aliens on the taxpayers' dime" report slated to be released later Wednesday.

In addition to the 5.3 million admissions, an additional 1.9 million illegal immigrants have been observed by the U.S. Border Patrol entering the country, but agents were not able to intercept and arrest them. The identities and whereabouts of these known 1.9 million immigrants remain unknown.

The Biden administration does not publicly disclose the number of illegal immigrants that it has released into the country. Previous numbers have been discovered through court filings and congressional disclosures. The last estimate stood at more than 3 million.

The Republican-controlled House Judiciary Committee spoke with federal authorities at the Department of Homeland Security about how the Biden administration has handled illegal immigration, given Biden's campaign promise to end the use of for-profit detention centers.

Funding for government-run immigration jails nationwide has declined under Biden, resulting in the release of the large majority of illegal immigrants admitted from the border.

Investigators concluded that programs meant to track illegal immigrants whom the federal government allowed to remain in the United States for years pending immigration court proceedings often focused on connecting immigrants with free social services and programs available to them and were unable to determine how well they were tracking people in the country.

"Since the beginning of the Biden Administration, U.S. Immigration and Customs Enforcement has focused on expanding Alternatives to Detention to purportedly monitor non-detained illegal aliens in the United States," the report stated.

"Although ICE bills ATD as 'exist[ing] to ensure compliance with release conditions and provid[ing] important case management services,' ATD, which can include technology like GPS devices, repeatedly fails to adequately monitor illegal aliens," the report continued. "Instead, ATD in the Biden Administration serves as a taxpayer-provided windfall for illegal aliens to receive social services once they are inside the United States."

One such program, the Case Management Pilot Program, received $15 million in taxpayer money this year to provide illegal immigrants with mental health services, cultural orientation programs, connections to social services, and other things that the committee dubbed made it a personal concierge.

The committee noted that in several high-profile cases this year, ATD has failed to track those it has admitted into the country.

“Diego Ibarra, the brother of Laken Riley’s alleged murderer, Jose Ibarra, was enrolled in ATD even after he allegedly 'assault[ed] and attempt[ed] to bite a [Border Patrol] agent who tried to arrest him.' Ibarra, who allegedly has gang ties, removed his ATD ankle monitor in Colorado,” the report stated. “Finally, last month, authorities arrested two Venezuelan nationals for allegedly murdering a 12-year-old Houston girl. The illegal aliens entered the United States in March 2024 and May 2024, respectively, with one of the illegal aliens wearing an ICE ATD ankle monitor when he allegedly committed the murder.”

Although all previous White House administrations have admitted illegal immigrants due to a lack of detention space or the ability to fly people back to their home countries, the number under Biden is more than multiple administrations combined. Under Biden, nearly 10 million migrants have been encountered attempting to enter the country at the nation's borders.

That figure includes hundreds of thousands ineligible for legal immigration avenues who used Biden-era programs to circumvent traveling to and across the southern border and fly into the country instead.

The DHS has maintained that it is committed to public safety and pointed to its recent action to increase removals of illegal immigrants at the border as an example of that.

Data released last week by the DHS revealed that since Biden took executive action on June 4 to stop migrants from seeking asylum at the southern border, illegal immigrant arrests have dropped 40%.

The White House did not respond to a request for comment.
