    Local government's leadership team adds two

    Two experienced executives are joining Nash County’s leadership team.

    Mike Phillips, 46, has been promoted to utilities and facilities director, and Tim Kerigan, 52, will be the county’s new human resources director.

    The additions to the county’s leadership team was announced by Nash County Communications Director Jonathan Edwards in a press release last week, and both men were introduced to the Nash County Board of Commissioners at the July 1 board meeting.

    “We are excited to welcome Mike and Tim to their new director roles with Nash County,” County Manager Stacie Shatzer said last week. “Both individuals bring a high level of professionalism and leadership to their departments, and I look forward to the contributions they will make to our growing organization.”

    According to Edwards, Phillips has 17 years of experience in the utilities industry. He has been with Nash County since February 2018, initially serving as assistant director of utilities and facilities.

    “Over the past year, he effectively led the department as interim director after former director Jonathan Boone was promoted to deputy county manager. Prior to his tenure with Nash County, Phillips held various municipal infrastructure positions at the city of Rocky Mount,” Edwards said. “His specialization in water and sewer, utilities, streets, stormwater management and facility maintenance will be instrumental in the growth of the department and the county’s utility system.”

    Phillips said he enjoys working with the people he meets on the job. He also said he enjoys taking on the challenges that come up as part of the job.

    “I meet many different types of people — from colleagues and engineers to community leaders and residents. This experience broadens my understanding of diverse perspectives,” Phillips said. “One of the most challenging parts of my job is ensuring the continuous operation and maintenance of essential infrastructure under various constraints. I deal with this using proactive planning, but at the same time, I have to be adaptable and flexible because things are constantly changing.”

    Phillips assumed his role as utilities and facilities director on June 17. His annual salary is $110,000.

    Kerigan will officially assume his role on the county’s leadership team Monday, when he will have the opportunity to work alongside Human Resources Director Anison Kirkland, who retires at the end of July.

    Kerigan previously was with the town of Smithfield, serving as human resources director for 12 years.

    “I am ecstatic to join Nash County,” Kerigan said. “The entire staff has been very welcoming. I am very much looking forward to starting on July 15.”

    Edwards said that Kerigan has a deep commitment to public service and organizational excellence.

    “Kerigan brings a wealth of knowledge in HR policy development, employee relations and organizational development, which will be invaluable to Nash County as it continues to grow and serve the community,” Edwards said.

    Kerigan said he likes to take a thoughtful approach to perplexing problems.

    “I always try to take time to step back, fully assess a situation, research how we got here, reach out to other trusted professionals when appropriate, develop and implement a plan, and finally reassess after action has been taken,” Kerigan said.

    According to Edwards, Kerigan’s annual salary will be $108,601.
