    Man caught stealing tased twice, but had no effect

    MONROE COUNTY, WV (LOOTPRESS) – A man caught stealing was tased twice while staring at the sky, but it did not affect him, prompting a struggle with officers.

    On July 7, 2024, at approximately 7:53 p.m., a Monroe County officer responded to a theft report from a vehicle on Rowan Road.

    The caller alleged that Dennis S. Rowan was taking items from a vehicle on the property without permission and was advised to take photos if possible. Upon arrival at the accused’s residence, the officer saw him carrying a bag and other items from the car towards his house.

    The accused noticed the officer and attempted to hide behind a large maple tree. The officer approached the driveway, prompting the accused to drop the items, but he fled around the side of the house.

    Despite commands to stop, the accused circled back to the front of the house, leading to a confrontation. The officer repeatedly instructed the accused to comply, but he resisted, prompting the officer to use a taser with no effect. A second attempt also failed to subdue the accused, who then lunged at the officer.

    A struggle ensued, during which the officer managed to use pepper spray to gain control and handcuff the accused. The officer then called for medical assistance for both parties and requested a supervisor due to the use of force.

    The officer interviewed witnesses who provided evidence, including photos of the accused with stolen items. Subsequently, the accused was taken into custody, received medical attention, and was transported for further processing.
