    Lodi leaders consider best approach after court ruling gives cities more enforcement powers in dealing with the homeless

    The newly created San Joaquin Community Assessment, Response, and Engagement Services (SJ CARES) team has been out conducting homeless outreach throughout San Joaquin County since early June. The San Joaquin County Probation Department created the team of officers to work with local agencies and nonprofits to provide services such as housing, clothing, hygiene products, medical assistance, employment and more. This comes as a recent Supreme Court ruling gives cities and counties more enforcement powers when dealing with homelessness in their communities.     City of Lodi officials said a recent Supreme Court decision that allows police to arrest and fine homeless individuals will not significantly affect the way its ordinances are enforced.

    During the July 3 Lodi City Council meeting, City Manager Scott Carney said the city has been more proactive than other agencies when it comes to addressing unsheltered individuals loitering in public or camping in parks after hours.
