    KYTC shares paving plans at Fiscal Court meeting

    Justin Green from the Kentucky Transportation Cabinet went over paving projects the state has either started or that were being planned for Bell County at Tuesday’s Fiscal Court meeting.

    He explained that for the 2024-25 Rural Secondary Road Program Bell County had $747,427 in funds available for road projects.

    The funds have been allocated for three projects: resurfacing 1.892 miles of KY 1344 in Hances Creek from mile point 3.742 to 5.634 at an estimated cost of $291,000, resurfacing 2.071 miles of KY 188 from mile point 0.00 to 2.071 at an estimated coast of $286,250 , and resurfacing 0.871 miles of KY 1599 from mile point 0.00 to 0.871 at an estimated cost of $105,000.

    “We have a list of all of the RS routes in Bell County and they are evaluated based on paving history, AADT ( annual average daily traffic) and pavement deterioration,” Green said. “Those are the three main things we look at when selecting which routes are resurfaced.”

    He added that those projects would either be bid out later this year or, more likely, early next year.

    Green also shared that the FD05 statewide resurfacing program had three projects in Bell County that were already under contract for a total of $1,294,445.51 that will be completed this summer. Those included repaving 4.82 miles of KY 66 in Arjay from mile point 6.555 to 11.375 at a contracted cost of $848,713.67, repaving 0.640 miles of KY 441 (25th Street to the intersection of 25E) in Middlesboro from mile point 4.257 to 4.897 at a contracted cost of $198,488.17, and repaving 1.633 miles of KY 190 from mile point 19.940 to 21.573 (the intersection of KY 1491 to the intersection of 25E) at a contracted cost of $247,243.67.

    Green added that the resurfacing and addition of a two-way left turn lane on US 25E in Middlesboro from the red light at 25th Street one mile north was a $2,656,732.37 project funded by the federal Highway Safety Improvement Program.

    “The HSIP program is about improving routes based on their accident history,” Green said, when asked if that project was being done because of a high rate of accidents in that area.
