    Medford council gets head start on 2025 tax levy, sets 7% increase to start

    At its June 24 meeting, the Medford City Council got an early start on the 2025 budget and tax process.

    The main issue of discussion came at the end of the meeting: the 2025 levy increase. City Administrator Elizabeth Jackson brought the discussion forward, so she could begin the process of creating a budget for 2025. There was discussion on what percentage level to use for next year.

    The discussion focused mainly on concerns over upcoming projects for the next year. Those projects includes the needs and upgrades being requested by the Fire Department, a tennis court repair or replacement project, and other projects as they become apparent.

    The council agreed that a 7% levy increase would be a good starting point in the budgeting process. It was mentioned, before a vote to begin the process was taken, that the council can decrease the amount of the final levy after the preliminary level is set in September. It was also mentioned that the council cannot increase the amount once the preliminary number is agreed upon.

    Other business

    Other business brought before the City Council was a Born Learning Trail, a program provided by United Way. The program is a set of tools the equip parents, caregivers and communities to create early learning opportunities for young children. Designed to support parents in their critical roles as a child’s first teacher, Born Learning is a long-standing resource used across the United Way.

    In November, a Born Learning Trail — a series of 10 interactive signs that offer fun, active learning activities for young children and their families — was officially opened at Lincoln Elementary in Owatonna.

    United Way of Steele County President Annette Duncan presented more information for the council in hopes of bringing a Born Learning Trail to Medford. Location, availability, maintenance and safety of the trail were foremost on the minds of the council members. After the discussion it was agreed that a little more information was needed for the next meeting before a decision can be made.

    Resolution 2024-14 was approved by the council. This resolution allows the city of Medford to apply for a grant to replace the Fire Department’s radios.

    City Engineer Brandon Theobald reported that he will have the scope and costs for the tennis courts at the next meeting. He also updated the council on the 5th Street apartments project.

    The council approved the resignation of Planning and Zoning board member Chad Langeslag and approved the appointment of Bill Stranski as his replacement

    Despite the flooding and rain during Straight River Days, the council was happy with the attendance of the event. The final fund total has yet to be available. They also thanked the Fire Department chief for a job well done by the Fire Department during the event.
