    NYS Senators call for FEMA to stand ready to approve disaster declaration request

    ROCHESTER, N.Y. (WROC) – Senator Chuck Schumer and Senator Kristen Gillibrand have called for FEMA to stand ready to approve any state request for a Major Disaster Declaration.

    This follows after the heavy wind, rain and tornado touch downs that tore through Upstate New York this week that caused damage to buildings, utility poles, neighborhoods and habitats throughout the state.

    The storms and tornados also led to significant damage and dangerous conditions, leaving thousands of families without power.

    If a disaster declaration is requested and declared, grant assistance would be made available to state and local governments, as well as certain non-profit organizations, to reimburse costs incurred for emergency work and the repair or replacement of damaged facilities.

    After any severe storm, the first step in the declaration process is for the state to request a Preliminary Damage Assessment, during which FEMA representatives join state, local, and other officials to survey damage to help determine whether the cost of the disaster meets the criteria for a federal disaster declaration.

    FEMA will consider six factors when assessing the damage:

    1. Estimated cost of the assistance
    2. Localized impact
    3. Insurance coverage
    4. Hazard mitigation
    5. Recent disaster
    6. Programs or other federal assistance

    The decision to issue a disaster declaration is up to the president and must be requested by the governor of the state.
