    Who's on the Aug. 13 primary election ballot in Winnebago County? Here's what to know.

    OSHKOSH – The Winnebago County electorate won’t be wanting for choice.

    Voters are preparing to weigh their options for U.S. Senator, Congress, state assembly, register of deeds and two state referendums ahead of the Aug.13 partisan primary election.

    Registered voters must stay within one political party — Democratic, Republican, Constitution, Libertarian or Wisconsin Green — when voting in the partisan election or the ballot will not count.

    The winners of these contested primaries will advance to the Nov. 5 general election.

    How to vote

    Voters are advised to visit myvote.wi.gov for more information, especially considering several Winnebago County communities have been redrawn into new districts as a result of new electoral maps.

    The deadline to register to vote is July 24 if registering online or by mail, and 5 p.m. Aug. 9 if registering in your municipal clerk's office. Voters can register at the polls the day of the election.

    Polls will be open 7 a.m. to 8 p.m. Aug. 13 and voters can register at polling stations the day of the election.

    The deadline to request an absentee ballot is Aug. 8 for regular and permanent overseas voters. Indefinitely confined voters and military members must make requests no later than 5 p.m. Aug. 9.

    Early in-person voting starts July 30 and availability will be based on the clerk’s office hours.

    U.S. Senate

    Multi-millionaire Sunwest Bank Chairman and CEO Eric Hovde, Chairman of the University of Wisconsin-Stevens Point Republicans Rejani Raveendran, and Sharon farmer Charles Barman are vying to represent the Republican Party in the U.S. Senate race.

    The winner of that primary will face the incumbent Democratic Sen. Tammy Baldwin, who is seeking a third term in office.

    Sixth U.S. Congressional District

    Both the incumbent, Republican Rep. Glenn Grothman, and Democratic candidate John Zarbano are unchallenged in the primary.

    Eighth U.S. Congressional District

    State Sen. Andre Jacque and former state Sen. Roger Roth and are the Republican candidates vying to replace Mike Gallagher in the U.S. House of Representatives. Gallagher did not seek reelection after a surprise retirement .

    Obstetrician and gynecologist Kristin Lyerly is the lone Democratic candidate on the card.

    State Senate District 18

    Incumbent Republican Sen. Dan Feyen was drawn out of the district and will now be seeking reelection in District 20. Oncologist Anthony Phillips and Appleton businessman Blong Yang are the Republican candidates vying to replace Feyen.

    Appleton alderperson Kristin Alfheim is the lone Democratic candidate.

    The district now comprises of the cities of Appleton, Menasha, Neenah and Oshkosh.

    State Assembly District 39

    Republican Alex Dallman, who represented District 41, is seeking reelection in 39 after being drawn out of his previous district. Career school educator Chris Gordon is unchallenged for the Democratic spot.

    Assembly District 39 represents western and northwestern Fond du Lac County; portions of Winnebago, Columbia and Adams counties; and the entirety of Green Lake and Marquette counties.

    State Assembly District 53

    Former Neenah Mayor Dean Kaufert makes his return to political life following a two-year hiatus as incumbent Michal Schraa is seeking reelection in District 55 because of the new electoral maps.

    Retired environmental health and safety manager Duane Shukoski is the lone Democratic candidate.

    This district comprises parts of the cities of Appleton and Neenah; all of the City of Menasha and the Town of Neenah; and part of the Village of Fox Crossing.

    State Assembly District 54

    Incumbent Democratic representative and former Oshkosh Mayor Lori Palmeri will face Republican Tim Paterson, the Winnebago County Board supervisor for District 11.

    District 54 encompasses Oshkosh and extends west along the north shore of Lake Butte des Morts.

    State Assembly District 55

    Current District 53 Rep. Michael Schraa is vying for the Republican slot against incumbent and Winnebago County Board supervisor Nate Gustafson. Real estate agent Kyle Kehoe is the lone candidate for the Democrats.

    This district covers areas of Grand Chute, Fox Crossing, Winneconne and Omro.

    State Assembly District 57

    District 40 incumbent Kevin Peterson is seeking reelection in District 57 under the new maps and is facing a challenge for the Republican slot from real estate professional Duane Wilson.

    District 57 covers all of the Towns of Poygan and Rushford.

    Winnebago County District Attorney

    There are no candidates for the county district attorney.

    Winnebago County Clerk

    Republican incumbent Julie Barthels is running unopposed.

    Winnebago County Treasurer

    Republican incumbent Amber L. Hoppa is unopposed.

    Winnebago County Register of Deeds

    Former Oshkosh mayor and current council member Paul Esslinger is facing veteran and Town of Black Wolf Clerk Susan Snyder to become the Republican candidate to face the lone Democrat in the race, Christopher Larson.

    Referendums on appropriation powers of funds

    Voters will have the chance to vote "yes" or "no" on two proposed amendments to the state constitution, regarding limits on the governor’s appropriation powers of funds.

    The first reads, “Delegation of appropriation power. Shall section 35 (1) of article IV of the constitution be created to provide that the legislature may not delegate its sole power to determine how moneys shall be appropriated?”

    The second reads, “Allocation of federal moneys. Shall section 35 (2) of article IV of the constitution be created to prohibit the governor from allocating any federal moneys the governor accepts on behalf of the state without the approval of the legislature by joint resolution or as provided by legislative rule?”

    The amendments are brought forth by Republicans, who hope to remove the current requirement that the legislature pass a law to appropriate funds from the state treasury and require the governor receive legislature approval before spending federal funds. Under current law, Gov. Tony Evers has been able to allocate federal funds without legislature approval, like pandemic relief for child care and education.
