    Hanover man charged with placing a tracking device on a woman's car: police

    A Hanover man is facing felony charges alleging he placed a tracking device on the vehicle of a woman.

    Wesley Zepp, 55, of Hanover, has been charged with a felony count of stalking and a misdemeanor charge of harassment following the incident, which took place on July 17.

    Zepp was denied bail due to being a threat to the safety of the victim, court records show, and is being held in York County Prison.

    An affidavit of probable cause filed by the Penn Township Police Department states that around 7:19 p.m. on July 17, 2024, police were called to a grocery store in the 800 block of Baltimore Street for a report of a possible violation of a Protection From Abuse (PFA) order.

    Police arrived and met with the victim who told officers she had found a possible tracking device on the bottom of her vehicle.

    The victim told officers she had been followed by Zepp to a store in the 400 block of Eisenhower Drive around 6:15 p.m. that day, where Zepp began yelling at her, the affidavit states. She then left the scene, and eventually made her way to the grocery store.

    Upon arriving at the store, police looked on the underside of the victim's vehicle and discovered a black tracking device attached to the bottom of her car.

    While officers were talking to the victim, Zepp appeared on the scene, where he was taken into custody, the affidavit states.

    Upon looking at Zepp's phone, police found a tracking app for the tracking device that was on the victim's car, according to the affidavit.

    When police opened the app, it "clearly showed the defendant was tracking the victim's movements," the affidavit states.

    The victim has an active no-contact PFA against Zepp issued by the York County Court of Common Pleas, according to the affidavit, and Zepp has previously faced charges of violating the PFA and felony stalking of the same victim.
