These kinds of plea agreements take place in Baltimore City because the Mayor doesn't want to give the States Attorney the resources he need in order to take these cases to a trial...Baltimore City court dockets are vast and if you want to kill the crime and get better conviction results...re-elect a new Mayor because this one hates the States Attorney!!
