Two arrested in Spokane County after assaulting woman on Division Street

SPOKANE COUNTY, Wash. - Two people were arrested when Spokane County Sheriff's Office deputies stopped a woman being violently attacked Wednesday night.

According to the Sheriff's Office, deputies saw a woman being attacked by another woman, 18-year-old Alyssa A. Smith, while two men watched around 10:35 p.m. Wednesday.

Deputies said they stepped in to stop the attack. Smith stopped but turned to walk away from police.

Smith was taken to the ground and handcuffed.

The two men, 18-year-old Timothy I. Welch and a juvenile, were told by deputies to stay back. Deputies said they continued to move forward but stopped when the deputy drew his taser.

Welch was detained without incident. The Sheriff's Office said the juvenile didn't follow commands at first but changed his mind and was detained.

The Sheriff's Office said the attack began when the victim crossed Division Street on foot as the three suspects almost hit her with a truck. The victim threw her coffee at the truck and yelled at the three suspects.

Welch turned into a nearby parking lot and all three got out. The victim said she was punched and kicked and the attack only stopped when deputies arrived. She refused medical treatment at the scene.

Deputies said they suspected Welch was under the influence. A breath test showed Welch was nearly twice the legal limit for a 21-year-old.

Welch was booked into Spokane County Jail for DUI and reckless endangerment.

Smith was booked into Spokane County Jail for assault and obstructing.
