    The big story: School and government officials around Florida continue to watch Hillsborough County as it battles in court over who controls the timing of school district property tax referendums.

    Such ballot initiatives increasingly have become a critical funding source for school districts to boost budgets for such items as teacher pay and arts instruction, as the state has required them to reduce their regular tax rates to offset rising property values.

    Hillsborough voters narrowly rejected a referendum two years ago.
