In the 2023 season, Garoppolo was benched after week 8 because of his awful start. Through week 8, he had the most interceptions thrown in the NFL, and that was with him playing 6 of those 8 weeks.
This most likely marked the end of Garoppolo's starting days, as he signed with the Rams in the offseason to be Stafford's backup. Garoppolo’s fantasy value is nearly irrelevant as long as Stafford stays healthy. If he does get some playing time, he has two lethal wide receivers to support him: Puka Nacua and Cooper Kupp.
Then we can’t forget about head coach Sean McVay's crazy play-calling. Garoppolo has always been known to be a game manager with nothing flashy, so he may not even be worth a start if the Rams do call his name.
He also faces a two-week suspension for PEDs, which gives time for someone else to potentially win the backup job. Garoppolo should not be rostered in any league unless it is a two QB league and you already have Stafford.
