Unsat. Nursing homes and any other facilities where humans are kept under the care of someone not their loved ones should always be under the magnifying glass. There needs to be an Eye of Sauron built to oversee these places like fr fr. There needs to be onsite commisioned auditors whose job is to watch and make sure things are done right. Heck the auditors would lie and drop violations to get the hospital more fixed than it needs to be. I think that would be better than neglect.
