Originally from Milwaukee, Wisconsin, Kotter received a a bachelor's degree in political science and government and a master's degree in public administration from the University of Wisconsin-Milwaukee. She has spent nearly three decades in city administration, including 17 years in Clintonville, Wisconsin and most recently the past two years in Cascade, Iowa. Kotter tells KMA News she was thankful to the city council and mayor for the opportunity and looks forward to serving Red Oak."It was great to have an opportunity over the last two visits to Red Oak to meet all six of the elected officials," she said. "I also had an opportunity to meet the staff and some of the community members and I look forward to serving the community."Kotter had also previously worked as the top administrative official in Eldridge and Riverdale, Iowa, along with Moline and Geneseo in Illinois. She says that experience, particularly her time in Iowa, has made her familiar with the various state laws that govern local municipalities."So much of what we do as city administration is governed at some level by the state, so it's advantageous to be aware of things like open meetings, open records, and what the regulations are for the various areas of work that we are responsible for," Kotter emphasized. "So, I'm not concerned about being able to learn that level of information."In her new role, Kotter says she hopes to spend the initial time on working with the council, mayor, staff, and community to identify goals moving forward."We talked about having some sort of strategic planning session with the elected officials to have them set those goals for us as as staff--what they see over the next year and maybe two or three years as well and I look forward to getting to know what that list is," said Kotter. "When you've done municipal management for 30 years, usually it's not a lot of new things that you're tackling, it's the same issues in another community and understanding the players and where the community is at."Kotter says she also looks forward to learning about the aspects that make Red Oak unique."Each community is a little bit difference when looking at the local codes that are in Red Oak," said Kotter. "Whatever my experiences are, I think I'm good about researching, checking, and making sure the direction that we're moving in complies with any regulations that govern the actions that we take."Kotter's first official day on the job is September 18th. The council had also hired Hinson Consulting to assist in the city administrator search.</div></body>
