    As dog attacks rise, San Francisco struggles to hold owners accountable

    Guarantee there's a leash law that was violated. Don't just go to the doggy court, if it's not some homeless person sue them. I'm a retired mailman that delivered in San Jose. Had a coworker that paid cash for a new car with the result of a lawsuit.

    I work as an IHSS caregiver, and I have to be mindful, much more, due to the homeless individuals having their large dogs off-leash. This is not right.
