Stop blaming the pilot, it is the job of air traffic controllers to prevent this from happening! Many pilots have to land in adverse weather conditions where all they can see are the runway lights and that is when they are on final approach and close enough to see them, that is the purpose of radar!

If he was on the downwind leg of the pattern, he had plenty of time to get out of the pattern and approach from another direction.
