    In my opinion, Carlsbad should put a dome over the city so residents can live in their delusional world by themselves. Banning encampment is not a solution, it just means they will not have a place to sleep and will be roaming the the streets of the ever so coveted Carlsbad. Then what?

    SCOTUS only said eighth amendment not violated by such bans. Just a question of time until these types of bans are successfully challenged on other constitutional grounds. Carlsbad doesn't care about the rule of law or our rights as evident from the recent smoking ban on private property. Voters need to wake up before it is too late and Big Government and not the people reign supreme.
