I'm sorry for your loss but you purchased a tree in remembrance. That doesn't make the tree your personal shrine. I go to the park to enjoy the peaceful nature and don't want to see it trashed with nick nacks. You can remember her in the park and put your gifts at her grave site. It's a public park, not a cemetary. Same with roadside markers.
