    Has something changed? One was able to go to the state website to download a form signed by the seller and buyer acknowledging a transfer of ownership. You also could fill out the form online with the time and date of the sale if the buyer refused to sign the document. You also went online to notify your auto insurance carrier that the vehicle was sold to have the policy terminated immediately. You also removed the license plates before it was driven away to force the buyer to get it titled and registered in their name ASAP. Doing the first two releases you of any liability if you leave the plates on or not.
