Do you think he is the only one selling drugs but using the fruit vending as a decoy? This tactic was used frequently during the 90s when vegetable trunks would go to specific residences, e.g., certain apartments between 8PM-11PM. The business behind those truck vendors must have really juiced the system because, unlike this story, PD was nowhere to be found. So drugs were sold frequently until the Feds were brought in.
