I think these parents know these kids are problems and don’t do anything for them , meds and Alternative homes are available to them , but they just think they’re hard to control brats are angels , think teachers should have a choice of whose in their classes

That is not the correct way to restrain an out of control child! This is only done if the child is posing a safety hazard (as a last resort) and cannot be isolated from others who may be injured. But you definitely never put them in a headlock! That teacher deserved to be fired and to face abuse charges, in my opinion.
