Should South Carolina adopt hate crime policy?

The City Council's of Wellford has voted to approve a hate crime ordinance. Leaders in the Spartanburg County town voted it through unanimously. Most towns around South Carolina have done similar because the State doesn't currently have a hate crime ordinance. Should South Carolina adopt a hate crime policy? yes they should but there is a lot of things SC is so far behind times on. I say get rid of these ancient Good Ole Boys and maybe things maybe things can get a little better for SC.
