well that does appear to be an apartment complex, and he is disturbing the peace. he's also not falling lawful orders by a peace officer. you're right this does appear to be a mental or physical crisis. I wonder what their protocol is? what they call for 911 and having them stand by out of sight? what a big guy like this gets tased, what happens if two people fire and taste him at the same time? is that enough to take him down? or would that only danger life?
