All this does is create more government jobs and more government dependency. California AB 109 was used to reduce the prison population supposedly. But in reality, all it did was change the names of prisons to 'state hospitals'. The bill funded the cheapest medical services counties could get away with, well at the same time enriching those working in local governments. It's like I told the correction officer one time, "I get it now. These are the new plantations and you all are the farm hands." His response was a nod in agreement.
