    The four foot rule in this case may have actually contributed to this tragedy IMHO. A small contribution, but one none the less. If the car that Highins was trying to pass hadn't given the bicyclist the four foot rule, he may have passed it on the left as is legal, & as he passed the first car. But he couldn't because of the rule. PLEASE KNOW, I am not saying that he was right to drive DUI or to pass on the right, I'm simply stating a scenario that likely happened. I ride an e bike & my biggest fear when riding is being hit from behind, accidently or purposefully. I have rearview mirrors, but would rather ride FACING traffic, even knowing that that would NOT likely prevent being hit. But there IS a possibility that it COULD. Rearview mirrors are small & distracting from watching where I'm riding when there are already many hazards I need dodge, such as overgrown foliage & debris in my path!
