I think I saw this lady driving down the expressway Thursday! I thought it was strange that the mini van back hatch was half closed with what appeared to be a male child sitting next to the cage in the way back holding on to it!!

people here are dumping their cats and dogs as they move or are evicted. They can't find places for them so dumping is all that's left. They can always get another free animal later and repeat the dump. They leave in a he rental or dump outside without a care in the world what happens.
