The bribe was 60+ million, you can bet that there were many others involved, but they won't go after them. Funny how it has worked out, get a couple bribees and not those who did give the bribes. Same thing with Redflex Ginther, they charged, convicted & imprisoned the guy who brought the bribe (not his bosses) but didn't charge Ginther who took the bribe, but elected him Mayor of Columbus!
