TRACKING THE TROPICS: There are two areas of interest in the tropics that have medium to high chances of development this week. Tropical Storm Francine will intensify to a Category 1 Hurricane later today. Life-threatening storm surge, dangerous flooding and hurricane force winds will impact portions of upper Texas and Louisiana coastlines. It is expected to strengthen to a Category 2 hurricane before it makes landfall as a Category 1 between Lake Charles and New Orleans on Wednesday.
