    Tucson Seeks Community Feedback on Updated Housing and Development Plan

    TUCSON — The City of Tucson's Housing and Community Development Department (HCD) is seeking community feedback on the draft of its updated “People, Communities, and Homes Investment Plan” (P-CHIP), according to a city news release.

    The draft outlines HCD’s strategic priorities and goals for the next five years, providing a framework for awarding grants to organizations and initiatives addressing community needs.

    The first edition of P-CHIP, introduced in 2020, led to the establishment of the Housing First program, which has supported over 1,000 Tucson residents annually with street outreach, emergency shelter, and supportive housing solutions, according to the City of Tucson.

    The Housing Choice Voucher program waitlist was also reopened, offering low-income individuals’ new opportunities for rental subsidies.

    Additionally, El Pueblo Housing Development, a non-profit arm established under the plan, has over 1,200 affordable housing units in development.

    Despite this progress, Tucson continues to face challenges such as homelessness, the opioid crisis, community safety concerns, and rising rents, the city noted.

    The updated draft P-CHIP aims to address these challenges through direct efforts by HCD, community grants, and collaboration with other city departments, neighboring jurisdictions, and local organizations.

    Residents are encouraged to review the draft plan and provide feedback through an online survey, available here. The survey will remain open until Tuesday, September 24.

    A virtual community meeting will also be held on Tuesday, September 17, from 5:30 to 6:30 p.m. to gather additional public input. Registration for the meeting is available here.

    Following the community feedback, HCD will update the draft and present a final version to the Mayor and City Council for approval later this year.
